In the world of politics and bureaucracy, one definition for “shovels in the ground” is “fence posts in the ground”.

Posts went up Thursday around the construction site of the new Golden Manor Home for the Aged at Thériault Blvd. and Jubilee Ave.  That’s enough to meet the end of August deadline for shovels in the ground, for City Hall to qualify for provincial funding.
