City Hall projected to break even in 2020, despite the effect of COVID-19 pandemic

She reported to council Tuesday night that the projected loss of revenue to the end of June is $2.9-million.  Moore predicts, however, that City Hall will break even by the end of the year, with an emphatic proviso that a second surge of coronavirus infections would change that.
