The Federation of Northern Municipalities is talking about Bill 52, the Protection of Public Participation Act. It’s supposed to protect those who want to get involved in an issue that affects them from legal action. The problem is that it doesn’t say anything about the threat of a lawsuit. President of FONOM, Al Spacek, says this is enough to shut some people down because they can’t afford a lawyer to defend themselves.
